On-street parking: price zones
On-street parking, managed by the City of Tallinn, uses a zone pricing system. In all the zones, the first 15 minutes are free (NB! Does not apply to private parking areas) if you visibly mark the parking start time with a parking clock or a written notice under the vehicle’s windscreen.
Tallinn has four controlled parking zones:
- Old Town (Vanalinn): the most expensive parking zone with limited parking spaces. The Old Town is mostly a car-free area where driving is not recommended. Parking restrictions apply 24/7 with no exceptions.See the zone map and rates.
- Downtown (Südalinn): slightly less expensive than the Old Town zone. Parking restrictions apply 24/7 with no exceptions.See the zone map and rates.
- City centre (Kesklinn): the largest and least expensive zone in the centre of Tallinn. Parking restrictions apply on weekdays from 07:00 to 19:00 and on Saturdays from 09:00 to 15:00. On Sundays, parking is free (not applicable to public holidays unless they fall on a Sunday).See the zone map and rates.
- Pirita: limited to two parking lots near Pirita beach, Merivälja tee 1c and 1e. Restrictions apply from 15 May to 15 September from 10:00 to 22:00.See the zone map and rates.
Outside of these four zones, unless stated otherwise, parking is free.

Parking houses and lots
There are several private and municipal parking lots and houses in Tallinn. Simply follow signs in the city to the nearest one or find the most suitable one from different service providers, for example:
- AS Ühisteenused: municipal parking lots and parking houses
- Europark: private parking lots and parking houses
- Snabb:private parking lots
The rates, terms, opening times, and payment options vary according to the parking area’s location and the service provider. Before parking your vehicle, familiarise yourself with the terms posted on the notice boards.
How to pay for parking in Tallinn?
You can buy tickets from parking machines (in cash) on the streets or can pay online via the PARGI.EE mobile app (MasterCard and Visa only).
Pay online via the PARGI.EE app
PARGI.EE is available for bothiOS (Apple)andAndroidoperation systems. You can choose between several different languages, including Estonian, English, Finnish, Latvian, Russian, and German.
- Download and install the PARGI.EE mobile app on your phone.
- The application will request permission to access your location to display nearby parking zones.
- The app will then automatically proceed to make a quick phone call to verify your phone number, followed by a prompt to set up your bank card payment method (MasterCard or Visa only).
- When entering your payment information, you will be redirected to the webpage of your bank where you must log in for authentication (secure authentication is required only once when setting up your payment method or if the app is reinstalled).
- The app is now ready to use.
Pay at the parking machines
As most locals use mobile parking, machines are not as widely spread in Tallinn as in some other European cities. You can find the machine closest to you on theParkimine.eewebsite.
The machines accept 10-, 20-, and 50-cent coins and 1- and 2-euro coins. Before paying, make sure you have selected the correct zone. If not, the machine will print a ticket for the zone it is situated in.
Parking for people with disabilities
Public parking on Tallinn’s streets is free of charge for cars correctly marked with a disability card or badge.
Most private car parks, however, do not offer free parking for people with disabilities, and you have to pay according to the regular rates and terms. It is a good idea familiarise yourself with the rules and regulations posted on the notice boards before parking.

Stopping and parking for coaches
Tour buses can stop for up to 15 minutes in the following designated areas (parking is prohibited):
- On Falgi tee, near the Pikk Hermann tower(access to Falgi road stop)
- On Mere puiestee (access to Mere puiestee stop)

Free parking in Tallinn
Parking is free:
- During the first 15 minutes when parked on city streets and with a clearly marked starting time, regardless of the parking zone. NB! The rule only applies to city streets and municipal parking lots; for private parking areas, check the exact terms.
- Outside of the four controlled parking zones, Old Town, downtown, city centre, and Pirita.
- Outside of the restricted parking hours in the city centre and Pirita parking zones (see information on the different zones above).
- For cars correctly marked with a disability card or badge.
- For buses in the designated parking areas mentioned above.
- For motorcycles and bikes on the streets and public areas managed by the City of Tallinn, but remember to observe any other parking restrictions.
- For zero-emission vehicles with a special permit.
